Minn. Stat. §144.1501, as quoted in the Department of Health's own guidelines, defines a designated rural area as a city or township outside the seven-county metropolitan area "excluding the cities of Duluth, Mankato, Moorhead, Rochester and St. Cloud."
Rochester is the fourth name on that list. There is no interpretation needed and no argument available: the rural programme does not reach a Rochester practice site, however underserved the patient population may be.

★★ So the single most common arrival pattern in the state collides with the single most consequential exclusion in the statute. A physician who read a summary article saying "Minnesota pays $33,000 a year to physicians in rural areas", looked at a map, saw a city of a hundred thousand surrounded by farmland, and concluded they qualified, has the wrong answer.

Switch questions. Stop asking "is Rochester rural" and ask "does my specific practice site carry a federal shortage-area designation."
