Minn. Stat. §144.1501 excludes "the cities of Duluth, Mankato, Moorhead, Rochester and St. Cloud" from the rural definition. Essentia Health and St. Luke's in Duluth, and the St. Cloud hospital system, are in named cities.

★ For a physician who can practise anywhere in the state, that combination (low entry price, fast appreciation, a serious health system) is the strongest housing case in Minnesota on this year's data. We would rather point at it than pretend every market is equivalent.
★ The honest caveat: one year is one year, Duluth's winter is a genuine lifestyle variable, and the rural programme is closed there. Every metro, with the caveats.
St. Cloud
$311,652, up 2.6%. Mid-table on both price and growth, and about $77,000 below Minneapolis.
★ St. Cloud's position in the statute is the interesting part rather than its market: it is close enough to the metro to feel suburban and far enough to feel regional, and it is excluded from rural eligibility by name while the townships around it are not.
★★ The arbitrage that is actually available
Read the definition carefully: the exclusion names cities. The rural definition covers "a statutory and home rule charter city or township" outside the seven-county metro, excluding those five cities.
★★ So a practice site in a township or smaller city outside St. Cloud's municipal boundary is not excluded by name. Whether it satisfies the definition is a determination for ORHPC on the specific address, but the distinction is real and it is the difference between $0 and up to $132,000.
