A lender's site about two state programmes, four statutes and a loan product. The sourcing is what makes it worth reading, so here it is, including the parts that failed.

How the figures were verified
The programmes. Read in full from the Office of Rural Health and Primary Care's own Rural Physician, Urban Physician and Rural Advanced Practice Provider guideline pages at the Minnesota Department of Health. Both physician pages carry a Last Updated stamp of 1 October 2026, eight days before this pass. Quotations are verbatim, including the hours exclusions, the Parent PLUS exclusion and the appropriation caveat.
The statutes. Read verbatim at the Minnesota Revisor of Statutes: §144.1501 for the rural and underserved-urban definitions, §287.21 for the deed tax, §287.035 for the mortgage registry tax, and §383B.80 and §383A.80 for the Hennepin and Ramsey add-ons and their expiry date.
Loan limits. The FHFA 2026 conforming loan limit county file, downloaded and parsed rather than taken from a summary. All 87 Minnesota rows carry $832,750.
The market. Zillow typical home value, 33rd to 67th percentile, smoothed and seasonally adjusted, month ending 31 August 2026.
★★ The split block, which is new to us
A citation an AI engine cannot open is not much of a citation, so every source is tested under GPTBot and ClaudeBot before it is used. Minnesota produced a result we had not seen before.

★★ The health department's answer depends on which AI crawler is asking. It refuses one and serves the other, on both of its hostnames. That is a third pattern we have now seen: some state sites block every AI crawler and serve people; at least one source we use does the reverse; Minnesota splits the difference.
What we did about it. Where the statute carries the fact (the rural definition, the five excluded cities, both taxes, the 2028 expiry) we cite revisor.mn.gov, which answers both engines. Where only the Department publishes the fact (the award amounts, the hours rules, the Parent PLUS exclusion) we name the Department and ORHPC in text and quote it verbatim rather than linking a URL one engine cannot open.
★ What we refused to publish
- Any rate, annual-percentage-rate or payment figure. Which is why the calculator page has no calculator.
- ★ Any Moorhead house-price figure. Moorhead sits inside the Fargo, North Dakota metro in this data series, so there is no Minnesota metro row for it and we will not borrow a neighbour's.
- Any award-odds or funding-likelihood claim. ORHPC says the number selected varies annually and is contingent on state funding. We quote that and stop.
- ★ Any shortage-area determination for a named employer. Designation attaches to a site and is a federal and ORHPC determination, not a lender's.
- Any county-level deed or mortgage tax add-on beyond Hennepin and Ramsey, which are in statute and which we read.
- Who pays the deed or mortgage registry tax. Allocation is a contract and local-custom matter.
- A physician-loan eligible-degree list. A lender term that changes, and a stale list makes people conclude they do not qualify when they do.
- ★★ Any claim about the 2028 sunset being extended. §383B.80 and §383A.80 say the authority expires 1 January 2028. What the legislature does next is a future event, and we do not publish guesses.
★ Our lane
- We are a mortgage lender. The loan forgiveness programmes are not administered by Cornerstone.
- ORHPC at the Minnesota Department of Health sets eligibility, selection and award amounts, and its payments depend on legislative appropriation. We do not submit, score or advise on applications.
